Clarifications by RO Committee - 2009

It has been a local practice that shooters were being handed ammo during the course of a stage. Rule 34 in handbook states that failure to stage ammo correctly by the shooter is the shooters responsibility. If a shooter takes ammo from the RO's belt or is handed ammo by the RO, the RO Committee has ruled that the penalty for getting ammo either way (illegally acquired ammo) is a procedural. Any targets hit with the ammo are scored as a miss. There was a consensus that the penalty rule should be adopted.

Clarification of the de-cocking rule of a gun may not be de-cocked in order to avoid a penalty. This can be done under the direction of the RO or stage officer. The other exception is in the case of a range cease fire call. Another exception is if the first gun a round had not been fired and the shooter had cocked the wrong gun. They can de-cocked under RO supervision or fired downrange and reloaded. This is only because a round had not gone down range. Consensus of TG’s was in agreement.

Clarification on straight hang holsters. Strong side and cross draw. Current rules allow drawing a right-sided straight-hang holster, keeping the gun vertical, while moving right. Doing this exposes shooter to violation if the gun does not stay vertical. If the right sided holster, is a cross draw, when moving from left to right, you cannot do this without violating the vertical. The term vertical means the barrel is straight up and down. The current rule has no specific degrees from vertical, it becomes a judgment call. Canted holsters that are pointed downrange (crotch holsters) do not violate any rules if drawn and holstered when angled in the downrange direction. The muzzle must break any vertical in the up range direction to be in violation.

ROII appeals section: Assigned posse or match officials only can make calls on the shooter. Shooters that are not assigned posse duties cannot make a call on the shooter. They must present the violation to the TO/RO and they will make the decision on any penalty.
